It is fairly clear that such an institution would require unanimity from the members for it to be implemented, and that there is no legal basis to coerce membership. As it is stated, there is already military co-operation between members as and when they decide to do so, but participation is voluntary. I'm unaware of any change to those provisions. Do you know different? Brussels "delighted" that France and Germany have backed the creation of a "REAL" army ... Jean Claude Druncker "pleased the argument was going in our direction" ... A "real army" ??? ... What exactly does that mean and what fighting capabilities does an army need to make it a "real army" ... Does it eventually go for bust eventually and go nuclear ... Its probably a briefcase which when you open it up has one of those Fisher Price toys in with little red buttons on it that squeak and make funny noises when you press em.
