It started 40+ years ago when a Dutch camping fan in an extended trip to Spain thought he had an idea to help both himself and others. ACSI do not own sites nor do they insist that sites sign up to them exclusively. Many of the sites in the Camping Card discount scheme also take camping cheques and the like.
