The Dutch are the biggest net contributors based on population and the population are increasingly anti-EU. They are facing elections within a year with an increasing anti-EU opposition. This will not have helped. As for Le Petit Emporeur; France along with Germany also expect to receive handouts of around €30b from this rescue package hence his concern for a deal. Also, his plans for reforming the French pensions system hit the buffers with the Yellow Vest protests so the Dutch PM insisting that any aid given is on condition of recipient countries reforming their pension systems was like a yellow vest to a failed President.
