If the allocation of permits is limited for third countries then you probably need to be in the single market and customs union. British International Haulage is going the same way as British Merchant Shipping - taxed and regulated out of business. Lorries are seen as an easy stealth tax by the UK Government, because people don't realise that they are paying lorry taxes on the price of their goods. So as well as paying higher taxes than their European competitors, British Registered Hauliers are hit my such things as Motorway Service Area and other Parking Charges, Dartford Tolls etc which foreign registered hauliers can just stick two fingers up to, because the UK Government doesn't follow them back to their home country to make them pay, despite all their bluff and bluster. So for all those reasons most of our essential supplies come in on foreign vehicles, who will obviously demand higher rates to cover their increased costs because of Brexit.
