Any US citizens as all it asks for is name, address and zip code. Pittsburgh city is relatively small with a pop. of just over 300,000 and US being what it is, states outside of PA will be getting on with their own business. Over 70,000 signed to it now. Yes i'm sad.....sad it's taken something like this to wake up decent sane thinking Americans to the divisive bigoted rhetoric Trump has been spouting off. And the first thing he does is take to Twitter and wail about "fake news" blaming him. Always plays the 'poor me' victim card. Your other 'flame', Hopkins was reported for racial hate over a tweet she made blaming the chief rabbi of the synagogue for the attack.
