Thank you for your email to the Electoral Commission concerning the Peterborough by-election last week. The result for the by-election can be seen on the council’s website.

 

 

 

We are aware of reports that there was a high turnout amongst postal voters at the by-election. Turnout amongst registered postal voters was almost 70%. That does not mean that 70% of all votes cast at the by-election were postal votes. The council have informed us that 9,498 valid postal votes were counted and 24,500 votes were cast in person.

 

 

 

You may be interested to see that the Acting Returning Officer at Peterborough has published a detailed briefing on the by-election on their website setting out the results, the checks made on postal votes and what anyone who wants to make an allegation about the result should do.

 

 

 

Checks on postal votes

 

 

 

The Electoral Administration Act 2006 introduced new measures to improve the security of postal and proxy votes. From 1 January 2007 all postal and proxy voters in England and Wales have been required to give their signature and date of birth when applying for a postal or proxy vote. A signature and date of birth are also required on the postal vote statement sent with the ballot papers, 100% of these must be checked against the original personal identifiers. Peterborough City Council has confirmed that 100% of postal votes were checked.

 

 

 

It is an offence for anyone to complete a postal vote that is not their own, and to influence how others complete their postal vote.

 

Allegations of electoral fraud

 

 

 

Every police force has a designated Single Point of Contact (known as a SPOC) to lead on election-related crime and give specialist advice to local police officers.

 

 

 

If you have evidence that electoral fraud has been committed you should contact the police immediately. You should be prepared to give them a statement to substantiate your allegation. You can contact the police using 101. If you do not want to contact the police, you can report the issue anonymously by calling Crimestoppers on 0800 555 111 or using their online reporting service

 

 

 

We are aware of reports that allege that a political party had a particular individual associated with their campaign. Should you wish to complain about this, you should contact the party directly. Should you want to make an allegation about electoral fraud, please refer to the points above.
