Croatia is outside the EEC, though most insurers provide standard cover, albeit some will insist on issuing a green card. To get to Dubrovnik you'll have to traverse about 15 miles of Bosnia around Neum, which quite a number of insurers won't cover. However, once you get south of Croatia, into Montenegro and Albania, and until you reach Greece, you will be in insurance no-man's land. You may get limited cover from UK insurers, you may even find one who will give you full comp for the whole trip, but you may equally well find yourselves reduced to buying third party only at borders. Do be aware that there is no insurance sales office at the Croatia/Bosnia border, for the Neum corridor, so whatever your approach to insurance elsewhere, you will need to settle insurance for this before you leave the UK.
