When in France you will often get an invoice that is in euros, showing a conversion to francs, but I don't think that indicates that the French are giving up the euro. Can I ask where you got the story ? p.s.( edit) I Googled this 'story' and was interested to see that back in March this year it was reported that some shopkeepers in the town of Mugardos in northern Spain were accepting any old pesetas that people could dig up, to boost their sales.
