Brambles
There are mobile alloy wheel refurbishers who wil repiant the wheels for about £70 each. So that gives you a starting guide. I would have thought repair is far better option than replace as they do not come cheap and with a second hand wheel and you do may not know it's history. SO, my option, repair and even try and claim against supplying dealer because paint should not be flaking after 4 years. However, I would check why just one wheel is flaking, you may have a binding brake that is causing the wheel to constantly run very hot. So after your next drive and you stop, check the temperature of the wheels just in case that has accelerated the paint flaking.
