Flooding in the southwest

According to todays papers there has been much flooding in the southwest, if we get much more rain make be better to buy a houseboat rather than a camper?

With the amount of flooding we've experienced all over this country in recent years it does make me wonder why we are so often told to conserve water. Seems to me we 'have too ruddy much of the stuff!
