The milky or crazing has probably been caused by heat. It could have been caused by beam deflectors or bulbs of too high a wattage being fitted.

Another cause could be the bulb has gone faulty and the filiment coils shorted giving far too much light and heat output until finally burning out ( or indeed may have not yet). Cheap bulbs will also cause a problem if they radiate too much infra red. You must also make sure the bulbs are the UV filter type - most are now. They have a U as part of the bulb type number. Excess UV from the bulbs will cause the plastic to go milky.
