The following countries require you to drive with dipped headlights at all times. Norway, Sweden, Denmark, Finland, Estonia, Latvia, Slovinia, Croatia, Iceland Hungary & Italy (outside built up ares), Slovakia between 15 Oct and 15 March Czech Rep between 31 Oct and 31 March Poland between 1 Oct and 28 Feb. Spain, Dipped headlights must be used at all times when in road works. France, There is a trial going on (I think) in a region of France where drivers are asked to drive with their headlights on during the day. If somebody has more details they might like to enlighten us.
