Mike You don't say where you're based but you could consider London as a possible place, they have lots of museums and interesting buildings etc to look at which should keep your young chap amused for hours, especially the Natural History Museum, the Royal Observatory, The Tower of London, Cutty Sark to name but a few. You can also have a few good trips out to various places from there and on New Year's day there is a smashing parade through central London itself. As for the congestion charge, when we went 2004/05 we found that the Major had suspended the charges from Christmas Day until 4th January! The only charges we ever had to pay were for parking and even that was suspended on New Years day. There are 2 Caravan Club campsites, Crystal Palace and Abbey Wood. Crystal Palace is great for TV reception! There's a bus not far from the main gates that takes you all the way in, about 20 mins or so ride. From Abbey Wood you can jump on the train into London, not sure how long as we didn't try it, but I suspect about 15-20 mins.

Ironbridge Gorge is good. The Severn Gorge caravan park is open all year and we have the Ironbridge gorge museums which are open all year except Christmas day. Blist's hill Victorian town is a great day out, especially around Christmas time. The Gorge itself and the surrounding area is outstandingly beautiful and you can easily get to many places of interest; Shrewsbury, Bridgnorth and many other interesting towns are only a short(ish) drive or bus/train ride away.
