Before all make sure you've got a good 12v supply.

But seems to me like a thermostat problem. First thing to try is rotating the front temp. knob. to differing settings, fully rotate it both directions, if no go, then take the cover off the thermostat there's a small plastic adjustment screw to be found. You can try turning this and turn the heater on, see what happens. Should these fail, then perhaps a new thermostat may be the answer.

The Propex thermostat is not reknown for reliability!! Anyway cheapest approach first before perhaps getting into the heater itself.
