aandncaravan
The fans in some chargers develop 'longways' play so move back and forth causing additional noise. If the wear becomes excessive, the fan can move so much it contacts the housing, with the resultant noises. It tends to only happen on chargers that have spent a lot of time working hard, as that is usually the only time the charger gets hot and the thermostatically controlled fan needs to spin to cool things down. You can obviously get the fan replaced, or minimise the noise by reducing the need for the fan to operate by keeping the load on the charger as light as possible.
