Hi, very interesting, will this mean the 90 day limit in 180 days is out of the window so to speak?

I doubt if it has any link to the 90 day rule.

It's just a border control system which allows them to hold details of people arriving at their borders, before they arrive.

Apparently the visa will have to be renewed every 3 years.

( Seems like people under 18 and over 70 will not need to have a visa ? )

Seems to make sense, we all moan about how porous the borders are, UK wanted it as well before Brexit, so we will now introduce our own version of it, not sure of start date. Its in no way a retaliation for Brexit, it applies to every country around the world outside the zone

Didn't all of those countries need a Visa before ?

Quite possibly, yes.

... and we've decided to join them.

No eg USA

US residents, along with the residents of many other countries do not require a visa to visit Schengen countries,

On the other hand North Koreans do. See here for the relevant lists:

This new system merely automates and unifies the pre-existing systems of border checks while implementing a system of pre-authorisation checks.

It's been in the works for over a decade. It's old news - not that that ever stops the tabloids from regurgitating it.

It simply means that you answer a lot, of the sometimes dumb questions that governments ask, in advance thereby hopefully reducing the amount of time you need to spend at the border answering them. Mind you the US ESTA system was supposed to do the same thing and there it depends entirely upon where you arrive, what time of day and on what carrier as to whether you breeze through in minutes or get stuck in a queue for 3 hours.
