I already call them , they told they make note , also went online page and change to correct adress , but it is still not updated , last time it been updated within 2 hour. Welcome to the Out&AboutLive forum.

I'm not familiar with the procedure that follows someone passing the C1 driving test, but general guidance is provided here.

https://www.gov.uk/apply-for-your-full-driving-licence

As I understand it, you posted the C1-test pass certificate and D2 form (and any other required documentation) to the DVLA, but you think that the address you put on the envelope may not have included the post-code, or you think you may have used the wrong post-code.

It's near certain that, if you put DVLA SWANSEA on the envelope but left off the (presumably) SA99 1BN post-code, your letter will still reach the DVLA without any problems. If you put DVLA SWANSEA  on the envelope, but used the wrong post-code, as long as the post-code you used started with SA the envelope should still reach the DVLA but not go directly to the correct DVLA department. If you used  a non-Swansea post-code (say SW rather than SA) your envelope might well be delayed, but should eventually reach the DVLA. But - as you cannot be certain what you did regarding the post-code, there's no way of being certain what the effect would be if you made a mistake.

If your envelope fails to reach the DVLA, or is lost within the DVLA, I assume you'll need to obtain another pass certificate and the test centre where you passed the C1 test (or the DVLA)should be able to advise you how to do this.

The amount of post arriving daily at the DVLA is huge and, if an envelope that should go directly to one DVLA department arrives at another department because the post-code is wrong, or there is no post-code to identify which DVLA department an envelope should go to, there is bound to be a delay.

You have not said when you posted your pass certificate and D2 form to the DVLA, but, whenever it was, the only people able to tell you whether it has been received by the DVLA and is being dealt with is the DVLA itself. You've said that the DVLA has made a note, but you've not said what (if anything) the DVLA plans to do. All I can suggest is that, if you do not receive your new C1 licence within a week, you contact the DVLA again.

I think the OP is saying they've put their wrong address on the form as he said that he went on line to change it and it looks as though it's something he's done before. Strange.

Who knows? Even my AI-enhanced crystal-ball is not telepathic..

Out of curiosity, I asked out friendly postman what happens to letters/parcels where the address could not be handled by the Royal Mail's automated  recognition systems. He said that the item would finally end up in Belfast where a specialised branch was authorised to open letters/packages to check if a return address could be found.

I told him that, during my time in the Post Office in the 1990s, I worked in a local Returned Letter section and opened letters/packages to see if there was an address that could be used to send the item on or to return it to the sender. It was a very time-consuming task and generally a tedious exercise, though I occasionally learned startling things about people's sexual predilections.
