spirou Posted October 15 Posted October 15 Has anyone ever cared for whether you have the critair sticker or not? Even the french themselves seem to largely ignore it, at least I see a lot of cars and commercial vans without. My impression is that the idea is dead in the water and not really enforced by anyone. 1 Quote
webby1 Posted October 15 Posted October 15 I agree that the Crit air like the Angles Morts and the zone in Rouen are not really taken seriously. Until you meet the Enforcer who takes it all very seriously. I feel much happier just having these things sorted and being legal for very little effort. Quote

Even the french themselves seem to largely ignore it, at least I see a lot of cars and commercial vans without. My impression is that the idea is dead in the water and not really enforced by anyone. It is not mandatory for a vehicle (French-registered or 'foreign') being driven in France to carry a Crit'Air sticker - the only time a sticker becomes relevant is when a vehicle enters a French clean-air zone and many French drivers won't do this. After the Crit'Air scheme came into being I obtained stickers for my Rapido motorhome and for my Hyundai car on a just-in-case basis, but - as I avoid driving in large cities like the plague - I never actually needed the stickers. This 2022 French article stated that, 1,380 Crit-Air-related fines were issued between July 2021 and October 2022 iin Paris and its inner suburbs. (No more recent data seems to be easily available for Paris) https://www.20minutes.fr/paris/4015941-20221222-grand-paris-pres-1-400-amendes-liees-vignette-crit-air-depuis-2021#:~:text=Selon des chiffres communiqués à,Paris et en petite couronne. The French transport authorities and the metropolises that have clean-air zones fully accept that the only realistic way to crack down hard on motorists breaking the Crit'Air rules is by using camera systems and automated fining (ie. analogous to speed-camera systems). Crit'Air automated systems have been trialled and the current (optimistic!) expectation is that these will become active in 2025.. Regarding the Rouen ZFE, a March 2024 "76actu" article stated Fines, but no "dedicated checks" for the police Concerning the police, "there are no checks dedicated to compliance with the ZFE", the State services assure us. Since March 1, 2023, 10 violations of compliance with the ZFE (absence of a sticker or driving with a prohibited vehicle) have been noted by the national police. They have given rise to fines, but only during checks for another traffic violation, such as speeding, using a phone while driving or not having a license, for example. Offenders have been exposed to hefty fines: For private vehicles, light commercial vehicles and two-wheelers: 3rd class fine: €68 (reduced fixed fine: €45 and increased €180); For heavy goods vehicles: 4th class fine: €135 (reduced fixed fine: €90 and increased €375). So - unless the Rouen police actually stop you within the city's ZFE for a roadside check or some sort of 'ordinary' motoring infringement - even if you have no Crit'Air sticker, or the wrong sticker, the chances of being fined are minimal. 1 Quote

Then open (or downlead and open) Google Translate. Post the copied link into the left-hand blank page at the top of the screen - where it says "detect language" - and then switch to the right-hand blank screen and set that to translate to English. The link will then appear in that page also and, when you click on it, it will open the Rouen website, simultaneously translating it into pretty well flawless English. thanks I'll try that when we return Quote

The main through route using the ring road is not within the zone, there is a 'corridor' that traverses the zone. From the north, exit the tunnel, follow the normal route. Once you have crossed the river loop right onto the D18E and follow the ring road. Quote
webby1 Posted October 25 Posted October 25 I don't think there is a corridor through Rouen (anymore). But please check your source and let us know. Surely they would have replied to Dereks earlier e mails about motorhome exemptions with "just use the corridor" But so easy to get a day pass and not worry either way about being stopped. 1 Quote

I agree .... I don't think there is a corridor. Quote
Robinhood Posted October 25 Posted October 25 The latest information from Rouen's own website (updated July this year) would indicate that there certainly isn't a "corridor" via the (R)D18E. "Toutes les voies, ouvertes à la circulation générale (y compris les voies nationales), sont inclues dans le périmètre. Ainsi, les voies ci-après sont également concernées par la ZFE-m : ... RD18E – Boulevard Industriel (Thus, the following routes are also affected by the ZFE-m:) Quote
Derek Uzzell Posted October 25 Posted October 25 When I got in touch with the Rouen authorities I asked specific questions that were specifically answered, It's overly optimistic to expect people dealing with enquiries to be proactive and provide information that's not asked for. MikeF's drawing seems to have been copied from this MotorHomeFun forum discussion https://www.motorhomefun.co.uk/forum/threads/rouen-and-avoiding-the-low-emission-zone.269589/ See also https://www.motorhomefun.co.uk/forum/threads/route-planning-avoiding-rouen-and-low-emission-zones-from-france-through-to-portugal.282949/ Earlier in this thread I provided this link https://zfe.metropole-rouen-normandie.fr/ It includes a map showing Rouen car-parks that are accessible to all vehicles, or accessible to vehicles with the Crit’air 0-1-2-3 sticker. The Rouen municipality areas involved in the ZFE are shaded red and roads excluded from the ZFE are shown in green. This sub-section of the map is of the area in MikeF's drawing However (as Robinhood has advised) this link https://www.metropole-rouen-normandie.fr/sites/default/files/publication/2022/ZFEm-FAQ-V202200523.pdf clearly indicates,, in the section beginning Est-ce que toutes les voies sont concernées ? that the RD18E (Boulevard Industrial) is WITHIN the ZFE zone.
