bob b
Just turn up during the day and line up on the dock. I've done it several times, its not a problem. I take it you're not talking about overnighting ?

libby
Gil, if you need to use up time in Portsmouth go to the sea front at Southsea, a good half mile eastwards, lots to do. Follow the brown signs to the D-Day Museum, its on the waters edge and has its own off road parking area with plenty of room for coaches and Motorhomes. If you have a whole day to spare then visit Portsmouth’s Historic Dockyard(between Southsea and the Bilbao ferry terminal) first inside the gate is HMS Warrior. The pride of Queen Victoria’s navy and Britain’s first iron-hulled battleship of 1860. Resplendent in full rigging. Why not go aboard Nelson’s flagship HMS Victory of 1765, also with full rigging. Not to miss is Henry VIII’s Warship of 1610 "The Mary Rose", raised from the Solent waters in recent years. The Mary Rose items on display include canons, long bows and details of clothing from the Marines on board when it capsized. Climbing up and down stairways in old ships is hazardous! Food is available. Parking nearby is not easy. Best to park in Southsea and walk. 3/4 mile!
