3 mobile network allow use of your UK data and phone allowance in a lot of other countries and the list is expanding. When the satnav went on strike in France, I was able to use the phone as a navigator without roaming charges and my dongle also has the same usage. Not able to tether the phone while abroad though, so if you need a screen larger than the phone you'd need a dongle, or presumably Mifi.
