Electrical problem on Swift Suntor 630L lights, where to start?

Hi Everyone, Last night we woke up and the three ceiling lights were on and my other half thought i had left them on by mistake when we went to sleep. on checking the light switch, it was in the off position. The lights arn't as bright as they would be normally because when I turn the switch on the lights are brighter. Obviously, there is an earth somewhere but has anyone come across this problem before or have any idea where to start?
