These two steps will allow you to present a file to the prefecture to obtain the registration document for the vehicle. Obviously (as the UK does not have such strictures) a UK-registered motorhome won't have or require 'official' gas certification - but it may explain why a service-station attendant at a French supermarket might demand to see this type of document.
