I believe that you are allowed to take in fresh meat for your own immediate consumption. The restrictions are on Swiss nationals, so that they do not nip over the border into France and buy cheaper meat and dairy products, therefore not buying their own countries products. Why would you want to take food into Switzerland, when you can buy it there nice and fresh and of good quality? and as my wife says especially chocolate!!!!
