Please see the thread " Seat belts for 6 when 4 are provided". It will partly deal with your query.

Certainly side seats are NOT designated as "travel seats". Surely any new van will have any travel seats already equipped with seat belts. My understanding is that on any new van where there are no seat belts then those seats are not travel seats. Most travel seats are forward facing but some vans, eg those with full pullman type seating/table, may also have rear facing seats with seat belts.

To me, and many others, for a van to be a true 4 berth it would have seat belts for 4 people as well as beds for 4 people.

In any case, would you want to carry passengers without them using seat belts?

Also seat belts need to be correctly fitted.
