...You would need to see the actual French and British legislation that enacted the directive to see what's going on.

True enough - though, for UK motorists visiting France, the important thing to be aware of is that the tyre-fitting practice in that country differs from the UK's. Whereas a UK tyre-fitter will be prepared to fit unlike makes of tyre to a vehicle axle, a French tyre-fitter may well refuse to do so.

I eventually managed to get past the DfT switchboard problem to speak to a person who has tyre legislation as his remit.

I explained the above, and he than spent a good 45 minutes searching the directive for amendments, the Road Traffic Acts for amendments, and then the Road Vehicles (Construction & Use) Regulations for amendments, and was forced to the conclusion that the Directive had not been amended, and that no Statutory Instrument appears to have been issued transposing this particular requirements into UK law. So, there you go. It seems it never was.

As an aside, he also claimed that most such directives are first drafted in English, and then translated into the other European languages, rather than the other way around, so that there is little prospect of the problem lying with translation into English. So, at least in this case, for whatever reason, we have not "Gold Plated" the European Directive as many like to claim but, having drafted it, haven't ourselves fully implemented it. Owzat! :-D
