First let's deal with the icecream vans. they run the engine on a fast tickover because they have to run the refrigeration compressor for the icecream maker

 

Thats whjat I thought, but I was told otherwise by an ice cream man. He picked the ice cream up in a container so well insulated it keeps cold for the duration of his shift until he returns it to the depot. He said the engine was only running to stir the ice cream, not to cool it. If its not stirred, it freezes like that in an ice cream tub so can't be pumped on to the cones.
