hymer A class valance

Hi all, washed the van yesterday and it came back in my mind I have to do something with the laquear flaking off the front valance

 

basically the front and around the front wheel arches is coming off in flakes so how to get it repaired?

 

can it be edge smoothed and touched up?

 

does it all have to come off and start again?

 

how do you get it all off before respraying it in the grey colour and not having it lacquered?

 

any advice on a diy job or somewhere that will do it ( most car places locally cant get van in)
