If it does transpire that the final-stage Certificate of Conformity of motorhomes MUST in future carry a CO2 value, a possible course of action would be for the DVLA to remove the 3500kg threshold for the emissions-related VED classes, which would mean that all new motorhomes, irrespective of their weight, would be UK-first-registered in those classes. Otherwise, if only up-to-3500kg motohomes were to be registered in the emissions-related VED classes, uprating or downrating a motorhome’s weight would become very complicated.

 

Alternatively, the DVLA could just ignore the CO2 figure as they used to do and register on the weight alone. There’s no direct link between regulations covering what data go on Certificates of Conformity and the UK’s vehicle registration system, so there’s no imperative forcing the DVLA to register motorhomes in the emissions-related VED classes if they decide not to.

The subject has now appeared in the local press in Scotland (The Courier), reporting Perthshire Caravans raising the issue of a 705% increase in tax with their local MP. It still doesn't make the story accurate, but it appears a number of dealers, at least, have 'wind in their sails'.

The CO2 datum has been a Sword of Damocles hanging over UK motorhomes ever since Vehicle Excise Duty (VED) for cars became based on the vehicle’s CO2 emissions.

 

Overkooking the gross anomaly that motorhomes with an overall weight exceeding 3500kg are exempted from the graduated emissions VED system, it’s difficult to argue that a new sub-3501kg-weight diesel-fuelled motorhome costing (say) £60,000 should be treated more favorably VED-wise than a £60K diesel-fuelled SUV or sportscar.
