Devon Monte Carlo window blinds

The closest to your 2002 motorhome I could find was an advert for a red 2005-registered Devon Monte Carlo and the following two images taken from that advert suggest that the windows are from the Dometic Seitz S4 range.

Seitz S4s come in two sections - an outer acrylic window that is top-hinged (or slides) and an inner frame that carries a blind and flyscreen on rollers - and installation involves screwing the two sections together with the motorhome's bodywork sandwiched between them.

and the advertiser should be able to say what spare parts are available nowadays.

It's impossible to know what the "piece of string type plastic hanging out of the top" is without seeing the window (or a good photo of it) and there's always the possibility that your 2002 Monte Carlo's windows are not Seitz S4s.

Acrylic windows fitted to motorhomes normally carry an inconspicuous marking that shows the window's manufacturer, so (hopefully) you should be able to identify who made your 'van's windows. Without knowing that information, advising on repair/replacement would just be guesswork.
