NO, you cannot legally tow a Smart Car UNBRAKED, even in the UK. There are two reasons:

 

1. As Dave Newell has said, regardless of weights, if the car has brakes(they all do!) they MUST work when it becomes a trailer.

 

2. The 750KG limit referred to is the maximum allowed all-up weight (referred to variously as GVW/MAM/MPTLM) of the vehicle, and NOT its actual weight. All Smarts are OVER 750 KGS. In fact the only 'cars' under the limit are the Axiam and ligier, which are actually sold in France as car-derived motorbikes and for which no driving licence is needed!

 

TO BE CLEAR, these REGULATIONS CONTAIN NO AMBIGUITIES. They are UK LAW and MUST be observed.
