If you really need a van with rear seatbelts I'd suggest that you but one with them already. Unfortunately in most cases they cannot be retro-fitted as the seats etc would not have the metal cages or uprights to attach the seatbelts to in order to make them secure. I think you'd struggle to find anyone nowadays with a conscience that would contemplate undertaking the work either. Even if you could get some fitted, you've got to remember that the passengers would also be travelling at the rear of the van which has very little protection in the event of a rear impact.
