This immediately rings alarm bells for me, someone I knew went 'off the rails' smoking pot, it's a well known problem that is often overlooked with this 'harmless' drug. But Mental Health Services and Probation have access to information about them that we haven't So could probably identify and isolate them. Even if he had been granted "asylum" surely it must come with conditions?
