Before you start disassembling it have you checked whether the fault is mechanical or electrical? My guess would be that an electrical fault is more likely the problem.

 

There should be two wires going to the motor, unplug them and then test for voltage while soemone operates the switch.

 

BUT be very careful that the step does not move while you are in the vicinity of it, they are extremely powerful at close range!

If the step is of Thule / Omnistor manufacture the motor wires will probably be coloured orange and purple, also there will be two more wires coloured grey and brown. These connect to the limit switch, which is used to stop the step when it raises automatically.
