"Scarborough Council used to have notices saying 'No Overnight Sleeping' but were forced to remove them after Andy Strangeway pointed out these Council signs were illegal."

 

And that's why a lot of councils simply put height barriers in car parks. Much easier than trying to enforce local bylaws but one consequence is that those who simply want to use a car park for its intended purpose are prevented from doing so.
