But charging was actually introduced by the Tories and Schapps wrote to Khan to blackmail him into enforcing charging, whether he wanted it or not, by threatening to withdraw funding. I was just pointing out that both parties were behind it but Khan gets the blame where it turns out to be unpopular. Same as the Tories voted overwhelmingly in favour of the illegal invasion of Iraq but New Labour Blair got all the blame. I don't vote Labour - Just trying to be fair.
