Most likely for the money the Germans had in their banks. As for the orography of Scotland and the Romans, keep in mind that Ben Nevis is as high as the lower Prealps or the Vosges which were conquered a hundred years earlier. More likely, the Romans stop because they considered that Scotland was not worth the effort of a war of attrition being at that time not very interesting from an economic point of view.
