When emptying out the 'garage' for the habitation service I found the elastic ring with nice rounded hook shown in the photo (with a ruler to show its size).  I've now no idea what it belongs to.  Can anyone advise?

Thanks m travel for identifying my lack of logic re elastic/scales. Seems like the others nailed it as a tie down strap. We have escaped the cold of the southern winter and are relaxing on the beach in the north of Queensland, maybe my brain is too relaxed. Cheers,
